An article in The El Paso Times recently announced that plans for a freight shuttle connecting El Paso,Texas and Ciudad Juarez are now underway. The project should take 6-8 months, due to investigating and planning, and the proposed site of the actual facility is the Zaragoza Bridge. (Link to newspaper story)
